Given the new guidance in PEPFAR’s FY2014 Sustainability Planning Guidance Document, USAID/Barbados and the Eastern Caribbean requested the assistance of HFG and the Strengthening Health Outcomes through the Private Sector (SHOPS) Project in conducting a literature review to frame “the transition of PEPFAR programming to country ownership in the Caribbean.” The report—PEPFAR Transitions: Lessons Learned through the Experience of past Donor Transitions and Applications for the Eastern Caribbean—analyzes findings from other donor transitions to identify key themes and lessons learned. Although the emphasis of the report is application to the Caribbean context, the themes and lessons learned in the analysis can aid in the successful planning, development, and implementation of transition strategies across all PEPFAR countries.
