The National Social Security Council (DJSN) convened a stakeholder workshop on April 11, 2017 to validate the initial findings of the Functional and Regulatory Review for Strategic Health Purchasing in Indonesia. The Functional and Regulatory Review for Strategic Health Purchasing is being undertaken by Indonesian consultants and DJSN counterparts, and focuses on the three components of strategic health purchasing (what to purchase, from whom to purchase, and how to purchase) and is organized around four topic areas: medicines, primary health care, referral services, and rural and remote areas.
Workshop participants included technical-level representatives from the Ministry of Health (MOH), BPJS-K (National Health Insurance Agency), National Team for the Acceleration of Poverty Reduction (TNP2K), National Public Procurement Agency (LKPP), provider associations, and other agencies. The workshop generated active discussion, largely validating the initial findings of the Functional and Regulatory Review, acknowledging where current regulations may be creating overlap or leading to gaps in functions. Priority areas identified for clarifying the roles of different stakeholders to create more- effective platforms for dialogue included tariff-setting, supply-side planning, and incentivizing and monitoring quality.
