Resource Description: As countries accelerate efforts to achieve UHC, ensuring the provision of quality healthcare has emerged as a major priority. Yet, much remains unknown about the structural and functional arrangements that create an enabling environment for quality health care, and what aspects might be considered for low and middle-income countries attempting to leverage health financing to further quality health care. This study uses well-established qualitative methods in three Southeast Asian countries — Indonesia, the Philippines, and Thailand – to examine these dynamics and build on global understanding of what institutional arrangements between payers and other actors should be in place to strengthen health care quality.
